The suspect, 39, was arrested in the nearby town of Coignières after driving through several neighbourhoods.
He was known to police, but not to national intelligence services, according to reports.
The locations targeted included a petrol station, a medical centre, and even a playground.
Among those injured is a 12-year-old girl, whose condition remains “between life and death”. Her mother spoke to German outlet RTL, declaring her daughter had been “hit in the liver, kidney, arms, thighs.”
