Fifa operates a three-step protocol for addressing discriminatory behaviour in stadiums, which is activated when players signal to the referee using an X gesture.
The procedure begins with a warning to spectators, escalates to a temporary suspension, and can ultimately lead to the match being called off entirely.
That system was invoked during England’s 6-0 European Championship qualifying triumph in Bulgaria in 2019, when black players were subjected to monkey chants and Nazi salutes.
Separately, the FA introduced tougher sanctions in July, imposing a minimum 10-match suspension for any player convicted of on-field discrimination.
